Industrial Fuel Compliance Fund, Administered by NGIF Accelerator, Approved as a Registered Program Under Canada’s Clean Fuel Regulations.

September 1, 2026

CALGARY, AB (September 01, 2026): The Industrial Fuel Compliance Fund (IFCF), administered by NGIF Accelerator (NGIF), has been approved as a registered Emission Reduction Funding Program under Canada’s Clean Fuel Regulations (CFR).

The CFR Compliance Mechanism

Under the CFR, fuel suppliers must meet annual carbon-intensity reduction requirements. The IFCF lets suppliers direct up to 10 percent of their annual compliance obligation into approved projects that deliver measurable, near-term emissions reductions, accelerating the deployment of new technologies while helping Canada meet its environmental targets.

IFCF Builds on NGIF’s Work with RNG, Hydrogen, LNG Production, Energy Efficiency, Carbon Capture Utilization and Storage (CCUS), Methane Reduction, and Other Value-Add Low Carbon Fuels.

NGIF Accelerator has spent the past decade working alongside Canadian natural gas producers and distribution companies to de-risk and commercialize technologies that improve the environmental performance of the natural gas system.

The Industrial Fuel Compliance Fund builds on this cleantech innovation by helping Canada’s regulated fuel suppliers put their compliance dollars to work on real Canadian projects. These projects generate compliance credits while building infrastructure across renewable natural gas, small-scale LNG, hydrogen, energy efficiency, CCUS, methane reduction, and other value-add low-carbon fuel technologies benefiting project owners and primary suppliers alike.

IFCF – Call to Action for Primary Fuel Suppliers

With the program authorized, NGIF Accelerator is inviting primary fuel suppliers who produce or import specific liquid fossil fuels (gasoline or diesel) in Canada with a compliance obligation to reach out and apply. Authorized status means eligible compliance contributions can now flow directly into vetted, high-impact Canadian projects through the IFCF.

Why Work with the IFCF, administered by NGIF Accelerator

Choosing a reinvestment partner under the CFR means choosing an organization that will manage a supplier’s compliance dollars with the same discipline as its own. NGIF Accelerator brings that discipline to the IFCF through its industry lens:

  • Direct Experience Working with Industry: IFCF is administered by NGIF Accelerator, which is backed by Canada’s leading natural gas producers, energy pipeline operators, and natural gas utilities, giving primary fuel suppliers a partner with operational insight into what industry capital expects: capital efficiency, increased value from assets, and dollars put to work without delay.
  • Direct Experience Managing Industry Dollars: NGIF has directly managed industry capital through two channels: NGIF Accelerator funds emissions-reduction projects directly with industry capital and through NGIF Capital’s investment fund, where these same energy companies are limited partners investing in emissions reduction technology companies.
  • 10-Year Industry Delivery Partner: Primary fuel suppliers can reinvest all or part of their 10 percent annual obligation across both CAPEX and OPEX directly into their own emissions-reduction projects, with no matching funds required, under a governance and evaluation framework used by government agencies.

The program will operate through two funding tracks designed to support both industry-led capital projects and emerging technology and innovation projects.

Track 1 – Primary Supplier Reinvestment Projects (continuous intake):

  • Primary fuel suppliers may reinvest up to 100 percent of their 10 percent annual compliance obligation into their own or sourced emissions-reduction projects, supporting the design, construction, and operation of greenfield and brownfield initiatives that deliver measurable emissions reduction.

  • Funding is allocated through a continuous intake process, ensuring timely support for high-impact projects.

Track 2 – Competitive Innovation Projects (annual intake):

  • Primary fuel suppliers may reinvest up to 100 percent of their 10 percent annual compliance obligation into competitive projects, enabling technology developers, small and medium enterprises (SMEs), and startups to deploy next-generation fuel and emissions-reduction solutions across the fuel’s value chain.

  • Funding is allocated through an annual call for applications for high-impact projects.

Funding through the IFCF will support a wide range of technologies through three compliance pathways, including:

Category 1: Carbon Intensity Reduction Projects
Credits are generated by reducing the carbon intensity of fossil fuel production itself. Examples include:

  • Co-processing such as renewable feedstocks blended into conventional refining
  • Enhanced oil recovery (CO₂ injection/storage)
  • Energy efficiency, cogeneration, methane management, among others

Category 2: Supplying Low-Carbon Fuels
Credits are generated by supplying fuels that are inherently lower-carbon, whether liquid or gaseous. Examples include:

  • Liquid: Ethanol, cellulosic ethanol, HDRD, aviation-suitable LCI fuel, other LCI fuel (biodiesel, etc.)
  • Gaseous: Biogas, Hydrogen, Renewable Propane, Renewable Natural Gas

Category 3: Supplying Low Carbon Energy for Advanced Vehicles

Credits are generated by delivering fuel/energy to alternative-fuel vehicle infrastructure. Examples include:

  • Hydrogen – Compressed
  • Natural Gas – Compressed/Liquefied
  • Propane – Compressed/Co-Processed Low-CI/Renewable
  • Renewable Natural Gas – Compressed/Liquefied

The IFCF is administered by NGIF Accelerator, uniquely positioned to help primary fuel suppliers meet their CFR compliance obligations through an industry-led platform that delivers measurable emissions reductions.

About the Industrial Fuel Compliance Fund (IFCF)
The Industrial Fuel Compliance Fund, a subsidiary of NGIF Capital, is a registered Emissions Reduction Funding Program under Canada’s Clean Fuel Regulations. It offers primary fuel suppliers a voluntary option to meet up to 10 percent of their annual carbon intensity reduction requirements through contributions that are reinvested into Canadian clean fuel projects. About NGIF Accelerator
NGIF Accelerator is the not-for-profit arm of NGIF Capital and operates all of the latter organization’s technology and innovation programs. The NGIF Accelerator mandate is to de-risk and accelerate technology development by supporting startups through their pilot projects, field trials, and industry validation. It coordinates with federal and provincial governments to co-fund projects to advance market commercialization. NGIF Accelerator currently operates the Industry Grants program and administers the Methane Innovation Collaborative.
